If you need to fix it do this!:

Hit play!
For the love of Gawd don't close the error message!
Press CTRL+SHIFT+ESC! It's like magic.
Click on Processes tab!
Find the Grand Theft Auto process! (Obviously! Jeez!)
Right click on it!
Open file location!
Go bak one folder! (To folder called Grand Theft Auto)
There is a file called "GTA Settings"!
Double click it! (Like I have to tell YOU that!)
Settings will appear, now here's the important part... click SAVE!!
Close the error message!
Go back to your library!
Hit play and the game should plaaaaaaaaaaaaaaay!!!!!!!!!!

:D:

Right click on the .exe file and click Proprieties and click on Compatibility .Then tick the box that says Run in 640 x 480 screen resolution . Works on Windows 8 ,8.1 and 10

Running 8.1 and this didn't fix the issue. any other ideas? I can force the game to boot by disabling direct draw emulation in the registry but it makes the game run at about 1fps.

I'm a few years late to offer a solution, but I encountered this error too and fixed it by running GTA Settings.exe (in the installation root folder) as an Administrator, then saving settings. You can then run Grand Theft Auto.exe normally.

Had this problem, fixed by going to the application .exe file in the install directory, right click select Properties -> Compatibility tab -> in the Compatibility mode, check "Run this program in compatibility mode for:", also under Settings check "Run in 640x480 screen resolution" and check "Run this program as an administrator"

Once I did those, it worked! Hope it does for you too.

#1. Everyone's already done that.
#2. The settings only configures controls and language, not display.
#3. If you're gonna be a smug ♥♥♥♥, make sure you're actually correct so you don't come off as an ♥♥♥♥♥♥♥ who's also a dumbass.
