How do you mod this game?

I am trying to mod this game to its full potential, but I do not know how to do it. If I download someone else's mods I cant combine 2 mods together because every mod is a replacement of the assets_p.dat file and I was wondering how you can mod this game or be able to combine 2 assets_p.dat files.

I want to know if we can mod this game using something like dlls or asis or how to make your own mod since the modding community is non-existent and we barely have any mods for this game.
