You can mod the cars!
If you download the unlocked assets file from the MC2 MODern edition mod, you can modify the assets_p.dat file.
To modify a car's handling properties, go to assets_p.dat/tune/vehicle/<vehicle file>
Note that the car names in the file are based in real life, so the Monstruo will be the 'rx7', the Citi will be the 'civica' (the Citi Turbo is the 'civicb'.
Modifying textures is also possible, but that is harder.
You can create your own vehicle geometries, but I cant figure out how it works and can't do this.
These will be found in assets_p.dat/model and assets_p.dat/geometry

Have fun (especially with 50,000hp in a 50ton car!)

I already returned the game though because I found a WW2 gamw I thought I liked. but when i tryed it I hated it so when its on sale again im gonna buy midnight club and get the mod thank you

If you already bought the game, shouldn't it still be in your Steam game library?
Anyway, there have been some mods created:
MC2 MODern edition
MC2 Decade edition
There are also a few websites where car models and mods can be downloaded from.
Considering this game is almost 13 years old, I can't imagine that there are any active modding groups left, and you may find a lot of the downloads don't work.

P.S. Not sure why Steam linked the file paths I used as examples, they don't link to anything.

It is in my library but if I go to play it it says I have to buy it since I returned it
