How do I unlock the third floor?

I just finished the musicians requests. My hotel ranking is 3 stars and I got the 'top of the world' quest. I tried unlocking the third floor in the elevator, but the option is still grayed out. I closed the game, checked the files' integrity, and restarted the game. I even reinstalled the game. Do I need to upgrade the ranking of the rooms or something? If so, how do I track my progress?

You can see the room ranks from the tablet.
I don't remember what's needed to unlock the third floor, but should be story related.
Or it should tell when you hover on the button.

Hi! Yes it's story related. I'm at the point of the story where I'm supposed to unlock it. The condition is 'hotel ranking 3' which it is (3 stars). I unlocked the new items and everything.

Its just that not every one of the individual rooms/areas is 3 stars, could that be it?

It seems to be a bug, but just wanted to be sure.

It's worth anyway to get a boost to all the rooms, much more revenues.
I did that the first time when the last task didn't appeared, i made everything 5 stars, it took a while tho.
