Even from a quick money scam perspective it would be more viable to beat the drums of this; an almost finished title with, at least in its active prime, favourable reviews/reception and a great reference title to point at for any future projects; then to scuttle and try again with some new thing from the ground up. Thats like refusing to pick up your 1 million $ lottery winnings because you want the crack an ATM for a few 1000 bucks.
But thats merely my assessment of it, not me knowing anything about anything.
Ppl with coding knowledge said the code is in Chinese. So they could also have been imprisoned/send to reeducation camp for some kind of wrongthought or where simply horny but very talented minors that are not allowed to spend the amount of time on gaming devices anymore 'cause of recentish law changes in China regarding underage gaming time. Honestly; as hilarious as that would be I really hope thats the case since thats the best chance we have to see them getting it finished :P
It also doesn't really fit as a "quick money scam", given that the game originally came out in 2020 (I bought it in April that year), and they put out patches over the years after that. So they put a good bit of work into the thing, with only new sales giving them more $ (no mtx, etc) over all that time. Pretty inefficient if they were just after "quick money".
In the end, it's a small team that's had a variety of problems (there were issues with publisher, and a bankruptcy? and a lot of re-coding big sections of the game, etc). Sure, the game isn't "finished", but what's there isn't that bad. I got ~170 hours out of it over various versions & patches, so. . . /shrug
Im thinking it could be a mixed Russian/Chinese team. The game is offered with an interface in English, Russian, Chinese, and Japanese. English covers The U.S., canada, UK, and Australlia and its a big second language for many europeans. China and Japan are worth a ton of sales. Russia is known for Piracy. The only reason to make a game in Russia on Steam is because the team already knows it because they are there. If you look at other games, they differentiate being in Russian and being in Ukrainian.
My guess - Small game dev studio. The updates were coming out constantly because this was their only job. Is it possible they worked on it after normal work? Yes. Doubtful though. That would leave almost no energy for family, friends, and having a life. If all they were doing was making a game, the red army might see them as wasting their time and thus send them off to war, hence no news of any kind in a year.
I hope Im wrong about that though.
They are likely trying to get more money to fund any further development or they keep repeating this until simply moving out of EA one day in the case of not wanting to work on their projects anymore (lack of ideas, motivation etc.). It could well be related to the whole bai lan (let it rot) trend goin around (in China especially), simply not wanting to put in any more effort and do the bare minimum to get sales with what they have available right now.
Therefore, as long as it is on sale now, someone must care about this game.
The problem would be that we don't know what is going on in this game.
If there is some problem and the current status is 1.0, that is fine with me.
An announcement to that effect should be made.

This doesn't mean they care about the game the same way some people do...
It only means they care about making money with it in its current state :
"No matter the quality of the product as long as it sells." is, I guess, the philosophy behind it.

No, that not, but there is also no news. Not even a small update, so at the first place it looks like they just run away. Though the site is still up and running, only outdated. Same with socials. And the sub reddit of this game got closed.
Now all kind of wild theories comes up. That they are ukrainians who are based in china and that kind of crap. And the "proof" of some are some meager linkedin pages and youtube movie, as well as referring to even imdb (internet movie database)
But whatever the case is, thing is that the game got abandoned.
this could just be another Maelstrom instance.
