Can't Move The Camera
Yup. I try to move my mouse around, but it has no effect. What do I do? I also have this problem for GTA: VC.

i have this sometimes in sa not in vc. pressing esc a few times works for me

For me works either pressing Esc a few times (move mouse around at the same time) or unplug and plug it back, that works 100 % times for me.

I'll try ESC again, but plugging it in and out won't work since I've used two mouses to try and solve the problem. I don't encounter mouse difficulties in games besides GTA.

Pressing [ Esc ] a few times works for me, thanks!

open the game location, right click on the game application, and disable visual themes when the game is running, under the compatibility tab

I have this happen from time to time, and the way I fix it is to open the steam page over lay. Try hitting Shift+tab, then exiting it. Always fixes it for me.

every time you enter the game press Ctrl+Alt+Delete and select processes find gta_sa right clic it and choose set affinity, then you only want to enable CPU0 press ok and your done :)

I figured it out!! If you are running W8 or W10, Go to where your game is installed, right click the application, select properties, go to compatability tab, check the box "Run this program in compatability mode for:" and select W7. If you are on W7, I don't think you should have any problems, because I never did on W7, the problems came into play when I upgraded to W8, and kept accuring in W10. :-)
