go to the game .exe file in /steam/steamapps/common/grandtheftautosa/ rightclick and select properties(of the gta-sa.exe), under the compatibility tab select: disable desktop composition , thats all , now you should have an intro!
1. Select any compatibility option and click OK.
2. Open regedit and browse to HKEY_CURRENT_USER\Software\Microsoft\Windows NT\CurrentVersion\AppCompatFlags\Layers.
3. Edit the line that says "C:\Program Files (x86)\Steam\steamapps\common\grand theft auto san andreas\gta-sa.exe" (or whereever it is installed) and replace the contents with "DXMaximizedWindowedMode"
Thank you very much! It helped me on windows 7 professional.
It will automatically load your last save game/make a new game and eliminate the logos, you can get from steam to SA on about 2 seconds.

1. Download and open DirectShow Filter Manager http://www.softella.com/dsfm/download/E3317C40/DSFMgr.zip
2.Go to the Troubleshooting tab
3. Select Restore standard DirectX codecs
All you need to do is alt-tab back out and into the game when you hear the R* spraycan logo and the intro cinematics should play out normally.
These all didn't work to have the intro play again. Instead, these made it skip the intro entirely. I'm on Windows 10 btw.

Is this topic still relevant? The problem was solved by disabling antialiasing in the game settings.
