Report a translation problem
Did you use the downgraders from the following thread:

If not, you probably used an older downgrader (esp. since you mentioned a 1.1 downgrader).
Also, you should just Modloader to install mods. Super easy to use but it's only compatible with version 1.0 of the game:

If you downgraded using the 1.0 downgrader, yes.
SAMP I believe it's called -- although some prefer MTA. SAMP's better IMO (and more popular too):

What do you mean exactly: what didn't work - did you experience an error - game crashed?
The mods dont work. I installed them and nothing was in game
How'd you set up Modloader?
I just pressed run on modloader installer then I put it into the location of GTA SA
Sorry I didn't reply earlier (completely forgot to).
Modloader should be a subfolder with the main San Andreas folder (which is what you did according to your post) and within the Modloader folder you just want to make one folder for each mod and paste the contents in there. It's that easy. I've heard there are a few mods that reportedly don't work with Modloader but if that's the case... they're probably not worth your time anyway.
