After Installation finishes successfully:
Steam Library -> GTA San Andreas -> Properties -> Local Files

when i go on SAMI (san andreas mod installer) i click install a mod, i select that folder and it says... "san andreas could not be detected. Please specify where the game is installed"

Do yourself a favour and don't use SAMI. Oldest and ♥♥♥♥♥♥♥♥♥ of all mod installers.

Either manually, or downgrade to 1.0 and get Mod Loader.

ok ive downgraded and ive got modloader and extracted the files to my game directory, what next? how do i get the mods into my game?

You create a separate directory for each mod in the modloader dir, then it's just drag 'n drop to there.

where is modloader dir, i cant find it, also when you said directory you mean like its own folder or something?
Tree Man Terry Apr 8, 2015 @ 3:20am
unless you just mean modloader dir as in modloader itself
Silent Apr 8, 2015 @ 3:21am
There is one in the game's main directory. If it's not there, just start the game and let modloader create everything.

i dont see modloader dir, but i see modloader.asi
Tree Man Terry Apr 8, 2015 @ 3:23am
should i just start to game and let it load then?
