Hey! Did you replace your game's .exe at some point?
You had a clean Steam installation and you just downgraded to 1.0 and that's it?
Yeah, I already did this things for a few times and nothing change, the problem still exist.
The last thing I'll ask is: do you have an ASI Loader applied to your game (Modloader's dependent on it) and what mods do you have?
I honestly haven't used Modloader for that long and I'm still pretty new to it but this error relating to Modloader on Google points to a bad SA folder... which is why I'd suggest a complete reinstall -- delete San Andreas folder, "Delete Local Content" via. Steam library, then reinstall via. Steam library.

Oh and which .exe are you starting the game with? The 1.0 downgrader creates 2 shortcuts: GTA-SA.exe is the shortcut that Steam uses and GTA_SA.exe is the retail shortcut (the one you should use in this case).
