Not opening on windows 10

simply put i downloaded it on my windows 10 laptop and it will not open please someone help

Go to C:\Program Files (x86)\Steam\steamapps\ [Your name]/ and right click on gta-sa.exe and click on Properties. Move to the Compatibily Tab and run the game as Windows XP (Service pack 2). Restart the game (and maybe even your pc if you want to be sure) and run the game. Look down and make sure these 3 things are ON: 'Disable visual themes', 'Disable desktop composition' and 'Run this program as Administrator'.

*** NOTE *** this works only when you got the game at Steam.

Try: Download latest drivers for your gpu. The latest drivers are windows 10 compatible. uninstall old gpu drivers and reboot. Delete old gpu root folder. Install the new gpu drivers. If your using windows 10 right click bottom right window start icon, control panel, programs and features, left side turn windows features on or off, turn off your antivirus (you must turn off your antivirus before you can enable directplay or you will get a weird error), check legacy components, check directplay and wait for direct play to install, turn back on your antivirus. start gtasa from steam, at the launch alt+tab, taskmanager, details, right click gta-sa.exe , set affinity to cpu 0 or any single cpu(check only 1 cpu to make it run with only 1 cpu, this will fix control binding to mouse), exit task manager go back to gtasa launch screen, select your res (preferably 1920x1080x32 , I don't think it's the real 1080p and ingame it might actually be stretched but at least it fits the whole screen.) launch gtasa, menu draw distance max if you want (looks better I think). configure the rest ingame yourself and play gtasa. good luck.
