That's most likely just a timing related bug due to high FPS.

You'll want to enable the frame limiter and see if it helps.

Esc > Settings > Display > Advanced [>] Frame Limiter <on>.

The limiter will cap the game at 25fps but you can turn off after you're done with the mission.
Use Nvidia control panel or any alternative to limit your FPS to 60 or if you can stand it 30 fps, both work fine for 100% completion including gym activities & burglarly

Most speedrunners in particular settle with 60fps from external gpu panels.

It's unnecessary to play at 25fps but that's just how the game was hardcoded.

Certain exploits like sliding are all still doable with 60fps and that's my personal preference as well.

Nope, the rules of GTA SA running are very clear...

Timing:

• Runs use the Real Time Attack (RTA) timing convention, which means it measures the real time that has passed from start to finish, rather than in-game time. Runs may be timed with an external timer (such as WSplit), though the timer DOES NOT have to be shown on video.

• Timing starts when the first cutscene (Francis Intl. Airport) is skipped and ends when control is lost when the cutscene where the firetruck with Tenpenny falls off the bridge in End of the Line starts.

Runs require video evidence. The video must show:

• The initial load of the game.

• The entire duration of the run from start to finish (breaks for stream drops are excusable if minor) without edits or cuts.

Additionally:

• Arbitrary Jump in Script isn't allowed.

• Any saved replays (such as ones viewed by pressing F3) used must be recorded during the run.

• Any save files loaded must be made during the run.

• The Frame Limiter needs to be set to ON in the advanced graphics options for the duration.

• All modifications besides the ones listed here are banned.

• Using OS functions to affect the game in an unintended way during the run is prohibited.

• Cheats (including accidental) are banned.

There are only 3 mods allowed in RTA, full game runs MUST be 100% modless...
These tools and these tools only may be used in RTA (click the name for a download link):

XInputPlus to use a controller/gamepad with versions that don't have built in support
Dinput for fixing mouse issues
d3d9.dll to force the game into windowed mode

Useful external tools you can use during runs:

GTA MP3 Randomizer or GTA Radio External
Windowers (dxwnd, d3dwindower, 3DAnalyze)
SKeys or NohBoard for showing keyboard inputs on recordings
100 percent checklist
Autosplitter for Livesplit (activate it in Livesplit's "Edit Splits" menu)
Load remover for Livesplit
Prio for keeping 1-core-affinity setting
