Vehicles brakes auto! (?)

I have a problem when im driving, the vehicle auto brake a lot when i release the gas button.
WHY?
Is for this that the Skimmer (plane with boats) cant fly?

Enable frame limiter on advanced video options.

Then its probably because of the framerate; various timing minigames, diving and acceleration/deccaleration are tied to framerate; with a powerful enough GPU these issues become gamebreaking, with several missions becoming impossible; try using the frame limiter option/an external program like MSI afterburner.

Mix Sets needs a downgraded game and Cleo, can confirm is one of the better mods around though.
