About poor Sebastian, speech problem or foreign language typed erroneously...? If the first, you need a doctor for dyslexia, if the second, you need a better keyboard... :D
I also have this problem. I run on Win 10 64bits Pro and I don't know how solve this problem.

You need to manually give to each and every folder of the game "Administration Rights", ensure that your antivirus doesn't protect (ransomware or other service) your folders (especially key ones like documents) and that is all. For me that solved it. Wouldn't hurt to also DOWNGRADE your game to 1.0 (so as you get back the soundtrack parts they removed with update some time ago and the ability to install mods) and apply the SILENT patch (gives you 1.1 and later versions' bug corrections and corrected features, but in 1.0 version of the game, plus restore widescreen support and offer even more resolutions)!!! Silent Loader is also good to have.
But it still don't work :(
All my folders for this game have all the rights. I checked my antivirus and its ok (for ransomware and trusted applications).
I also have change the savegame folder (no more in "my documents" but now in GTA SA folders.
I spent hours searching for a solution across Internet but no solution work for me :(
I think my last chance is to install my old GTA SA DVD on my old Win XP HDD.
And ask Steam for a refund.
One of the good ones that helped a number of people.
Thanks, I had the same problem with game not saving and coincidentally had an antivirus installed recently, turns out it blocked GTA SA.
