So why Tenpenny and his friends hates Carl?
I didn't follow the story cus I always went killing n ♥♥♥♥

Tenpenny is a dirty cop. As a cop, he hates all criminals even though he himself is one. He views CJ as scum along with everyone else that he deems a criminal. Combine that with him being in C.R.A.S.H (CRASH) which in real life was a group that had a lot of dirty cops in it. The group much like in real life were tasked with combating gangs and gang related crime.

Because they are corrupt cops who are the part of c.r.a.s.h. what is supposed to take down criminals n stuff.

Is there a backstory what CJ did? Did he really kill a cop 'not 10 minutes ago' or just a made up story?

He did nothing. Tenpenny and the other dude killed an officer in C.R.A.S.H. and they like say n stuff that Carl did it and since he doesn't want to go to jail he must obey n stuff.
As I was reading GTA Wikia on toilet I saw this, but not sure if this is the uh real backstory thing

Whether Tenpenny and his crew did it, or some random criminal. C.R.A.S.H was really corrupted. They were basically saying "Criminal 1 could have killed this person. We can easily make it look like it was you." or "We killed these people, and we can blame you." They were uniformed thugs that had the law at their hands.

Tenpenny killed an officer who was also at C.R.A.S.H.
