No engine, horn, ambient, menu or load screen sound.
I downloaded the game on steam and it has no sound on the menu, it has no sounds when a notification in-game pops up and there is no theme song on load screens. Cut scenes are hit or miss as to whether they have voices or not, it seems that ones that are "in-game" so to say do not work like when CJ hops in Smoke's car to go see Kendall and Sweet. There is no "Nice car Smoke" and the same with the drive-by right after the cemetery cut scene. Other cutscenes like when CJ enters the house and talks with Smoke works like it should.

My biggest complaint I guess is there are also no car engine sounds or car horns but I can hear tire skirts. There is no peddling of the bikes either. The ambient sounds also seem to be missing as well.

I have been trying to fix this issue on and off for a week and nothing has worked. I have played the game with nothing done from Steam and a CD copy off the web. I have downgraded both, added the Silent Patch, and added the Stream and SFX files to the audio files but nothing has worked.

This is driving me up the wall because I have no idea what is causing this or how to fix it. The only other thing I can think of is its just my laptop which is an asus tuf dash f15 fx516pm which gives me no issues with other games. I know some of these older games do not like to run on newer hardware but still. I played this game back in quarantine and only had to downgrade it but everything still worked. I played it off Steam on a different older but still modern laptop. I forget the name but it was also a ASUS I got it new in 2018, and it was lower in spec than the one I got now.
I know this is a long shot but this is the first place I figured I would ask for help.

I had to update my windows and it fixed it, so I would suggest doing that and making sure your drivers are up to date as well
