Should I bother with taking over all territory or should I finish the game then do it?

Taking over gang territories in the beginning of the game wont do you good. Do it later in the game when you are required to take over territories in other to finish the storyline

you need 25% of the territory to start the last mission.

When you leave Los Santos the territories aren't available. After tons of missions in other cities, you will come back. And when you do, almost all the territories are ballas. So just do it when you get back to Los Santos or after the game. NOTE: Ballas and Vagos will all be completely gone when you take them all over.
