Sprint/Run it bugged.
I have maxed Stamina and with no Fat and barely any Muscle yet CJ still can't run 20 feet. I remember in Vice City Tommy could run 40 feet before he got tired.

CJ does run out of stamina quickly, however he can run longer than ANY protagonist so far(at least of the ps 2 games, don't know about vice city and liberty city stories).

While he has a normal sprint you can rapidly tap space to give him a super sprint, likewise if you maintain a rhythm when tapping space you can have full sprint speed while pacing himself allowing him to run farther than anyone else.

You can also steal $10,000 in a burglary side activity to get infinite sprint
