Why do the graphics look bad on PC?
For some reason everything looks weird, on the Xbox one the game looks fine though

The version of San Andreas on the xbox one is the Definitive edition with "improved" graphics. If you want that you'd have to purchase it on the Rockstar Games Launcher, steam only has the original 2005 PC release.

Steam doesn't have the originals anymore since they removed it in favor for those crappy "remastered" ports

Yeah, everything looks like it has a weird over contrast filter over it and the individual textures are really-really blurry, more so than actual GTA SA

Well he has the games on his account hence the mouse icon. No remastered on steam.

Every version looks different. For example, the Android version is supposedly the best, bringing back reflections on vehicles just like Vice City had. The PC version is merely a high-resolution version of the one on PS2.

It's heavily cut back from the PS2 edition, PS2 Features to PC modpack will easily make it the best version.

The PC was always a crap port with poor flat lighting. The PS2 and Xbox versions were better.

just downgrade it and use mods like SkyGFX to make it look like the PS2 version and use Silent Patch to fix everything that needs to be fixed on the 1.0 version, dont forget to get the wide screen fix mod.

Or just get the PS2 features to PC modpack, has things like trashcans added back into the game.

Project2DFX+SkyGFX+RoSA evolved+PS2 Timecyc and it will look stunning while preserving the game artstyle.

I'm using vanilla with generated mipmaps.
The problem with HD textures is that they're too HD for this game, if that makes sense. Not mentioning that they fill up the memory limit rather quickly. On top of that if you're using something like Beta Leftovers or similar mod that alters or fixes textures and that needs to overwrite whatever HD mod you have installed to take effect, you'll get HD textures sprinkled with low-quality ones here and there.
The only one I'd use is Insanity's Vegetation Light.
