The game runs at 26 fps with the frame limiter on in the options.

"Frame limiter" in the advanced video settings. Do not disable it, though - if it is disabled, the game is susceptible to game-breaking glitches and crashes.

That's nearly a lie. Not at all have I heard of San Andreas crashing from turning off the frame limiter

That's clearly a lie, the game was designed to run at 25 frames, steam version has frame time bug and runs at 26.

Many cutscenes crash the game when running at high FPS. Many missions are impossible to complete, e.g. Alley Oop in the driving school (since high FPS introduces "moon physics" and the car doesn't revolve even nearly fast enough to do a 360 rotation), and Amphibious Assault (since it's impossible to dive underwater at very high FPS).

Try it yourself.
