Are you talking about the Hot Coffee mod?
There was never anything that the PS2 version had that the PC didn't... Quite the other way around. They both had the sex mini game hidden in the game that were never supposed to be found. On PC modders found it and made it playable, but it was never playable on the PS2.. Then Rockstar recalled all copies of the game and re-release without the sex mini game in the code.
Second, find the Hot Coffee mod. Which actually isn't a mod, but a restoration. It contains a small mod too, if you want the girlfriends to be naked, but that isn't original game content and the pixelated b00bs look fugly. The Hot Coffee has two ways to be activated; a cheat like, immediate activation with unlocking of girlfriends early in the game and the "legit" one, which is to merely restore the cut off content in game (you access it, once you romance your first GF past a certain level).
If you get started in modding though, keep an eye for the Multiplayer of San Andreas, unlike the official from V it is completely free and you play for fun (no cashgrab, no milking, no farming, no grinding etc). And right after Downgrade, do remember to apply the Silent Patch, it fixes lots of things (key among them, it prevents stashed vehicles in garages from suddenly disappearing).
I played SA-MP a while back with a buddy. Think it was more of a RP server. Money and auction house, skills, farming. Supposedly it used to have 3000+ players back in it's glory. Too bad he doesn't really like to play the style of games I like.
If you mean by some radio songs being removed, then yes. However you can revert to a version of the game that is just the PS2 version.
Version 1.0 (original PC release) contained the nude models of Girlfriends used for hot coffee (though Hot Coffee was disabled in normal gameplay, only the change of a single byte was needed to enable it).
Version 2.0 (DVD release after hot coffee caused a big public outry) lacks the nude models of Girlfriends, and was made very hard to mod (you need a downgrader to mod it).
Version 3.0 was the initial Steam version. I believe like 2.0 it required downgrader for modding.
Further updates to the Steam version removed music.
GTA Definitive Edition has even further censoring and lots of mobile port bugs.
