You had near 20 years to buy it and never bothered. Now that it's gone you suddenly care?
No. You can't buy on Rockstar Launcher. Your best bet is on CD Keys websites.

you have to wait for november 11 than you have to buy it on their garbage launcher as its not coming to steam

Unless you have a PC with a real XP OS on it. don't bother. It only kinda sorta runs on a Win10 machine with some fiddling with settings. Playable, but not enjoyable.

Uh, the game is [was] completely playable, enjoyable and even possible to speed run on a modern OS. I know because I've done exactly this for years but it requires a few patches, patience and understanding.

but that promo is long since expired oh well still got my pc copy as well as original xbox

you literally gotta downgrade your game to version 1.0 and install a bunch of fanmade patches to actually play it and not have it be a bugfest.

blame rockstar and its godawful management of its old games, honestly you may as well emulate
