I can't save the game's progress
I tried to run in compatibility mode, as admin, downgraded, reinstalled, installed patches, but nothing worked. Also there is no GTA SA User Files folder on my pc. I tried searching it and nothing showed up. I wrote to R* support, 6 employees helped me, but nothing fixed the issue. I need help!

this video helped me https://www.youtube.com/watch?v=jrUnaUqP2KQ&t=3s you just have to create the folder \GTA San Andreas User Files\ in %USERPROFILE%\Documents

Didn't work. I created the folders, but it seems that it doesn't detect them. And I still can't save the game :(

Go to Task Manager, GTA SA, Go to details, Set affinity, Remove all, add CPU2. Thats it.

Nope, not a user file, can't save. I have tier 2 rockstar support on me already!
Run the game as an administrator, disable any security programs on your OS that could potentially stop the game from writing to your documents folder.

It may seem unprecedented and strange, but some people have had these issues because of firewall configurations, so you may want to look into that while you're at it.

I already did that. Didn't work

I have the same problem that you have. I tried all I could find. Still can't save the game... I have windows 7, maybe that is the issue?

My windows User doesn't have a space and I removed the space from my Steam user name, but that didn't work.
Do you have silent patch installed? If not get it, and then try enabling the frame limiter.

Did you also tried creating a new user in windows anyway? Maybe it also cant read more complex characters. I created one named just GTA and worked for me.

So I tested and it seems that local saves for games don't work at all. I can't save Skyrim, I can't save at SA. I reinstalled the pc and will try again!

Well, that didn't work

Ok I did that with the new user and it worked. I have made my account as a local account and I think it should work.
