Also try reinstalling by deleting the Grand Theft Auto San Andreas folder (Steam/steamapps/common) and then uninstall and reinstall the game from Steam.
I'm not sure, to be honest. You can try using Windows System Restore. Otherwise, you can download a save from the Internet. I used this GTAForums thread in the past, it contains separate saves for each mission for all versions.
the vanilla version of GTA SA's Steam Version is 3.0.
Also, if you like you can read my guide to downgrade and fix GTA SA... Steam version is pretty broken. Maybe it will help you avoid more problems in the future.
