Well, 99% of those mods only work on 1.0 version. You can downgrade it here: https://gtaforums.com/topic/927016-san-andreas-downgrader/
Then install Modloader and Asi Loader, and I think you know how to install the MOD's ^^

If you already using downgraded version, try to install the last version of Open Limit Adjuster to GTA SA because the game itself have a limited amout of content that can be loaded once. If your mods add new stuff (like skins, maps, scripts, etc..) the game need to overscript some "vanilla" content and it maybe cause crash or bugs.
The LargerAdress can be helpful if you're using a 64x System, becuase it forces GTA SA to use 4/6 GB RAM.
I recommend install these mods with MixSets to add a lot of tweaks to game. You can customize everything with MixSets and fix a lot of bugs too.
To use all these mods you will need the new version of Silent's ASI loader installed and CLEO library.
Never forget to use SA- SilentPatch to fix a lot of bugs and bring back the content of PS2 version to the game.
***** Never overscript a original file of GTA SA when installing a mod (AVOID AUTO-INSTALLERS) (unless you are installing CLEO library/ASI LOADER iteself), instead, use ASI modloader and put the files of a mod inside the modloader path. If the mod cause problems just remove it from the modloader path instead of reinstalling the entire game.
*****If you already have modificated the entire game, i RECOMMEND deleting MANUALLY the files of the game on steam path and reinstalling it with the recommendations above.
