The game was released before the Xbox 360 & PS3. Xbox & PS2 controllers couldn't connect to PC due to not using the USB interface so the icons for them are disabled. The only controllers that could connect to PC at the time used buttons such as 'JOY8' or similar. This is the reason why the button prompts are 'JOY8' rather than the usual Xbox & PlayStation ones. Rockstar could have updated the game to officially support the Xbox & PS controllers and enable their button prompts but they would rather remove the songs and make the game a mess from the original.
GInput[www.gtagarage.com]by SilentPL enables full controller support with auto-aim, proper button prompts, rumble support and even the ability to play co-op if you install a mod to bring the co-op feature from PS2 & Xbox.
