By any chance, is your operating system a 64-bit? I ask because the game executable itself is a 32-bit. Of course while most 64-bit operating systems that exist today run 32-bit programs just fine, sometimes more action needs to be taken. Try changing your compatibility mode for the game's executable to something else other than what you're currently using.

If it helps, I found this old thread you can look at to see if you find a solution here:

Edit: Also it would be worth mentioning that sometimes games aren't launched properly through Steam. To find out if the actual program is running in the background but not appearing on the screen, open your Task Manager (if you're on Windows) and find the game's executable. If you see it, terminate it and try opening the game again.

I have 64 bit and it runs fine.

To OP the steam version is a piece of ♥♥♥♥ and you need to downgrade that with the downgrader above to fix many issues with the new version, the downgrade really is a upgrade like Rockstar went backwards when upgrading. Downgrading will make the game better so do it and probably fix your crashes.

Because it doesn't matter whether your OS is 32-bit or 64-bit if you're trying to run a 32-bit application. It only matters for 64-bit applications which a 32-bit OS can not support.
You would probably need to downgrade the game and install a couple of patches in addition. I'm sure there are plenty of guides to help you with that.

I'm having compatibility issues with the Xbox 360 controller. The buttons are not working anymore.
