May have found a possible fix for the frame limiter and the various issues it's causing.
So after not really finding any solution online I've been trying out a few things. What's worked for me was to use the Nvidia control panel and play around with the V-Sync options for SA, while leaving the frame limiter off in SA's options. Setting it to adaptive seems to have fixed most issues for me. If it still runs too fast, there's this option I wasn't aware of saying "Adaptive (half refresh rate)". Apologies if this is already commonly known but I haven't found a reference to this through google so I thought I'd share.

"Adaptive (Half Refresh Rate)" if you run a 60hz panel, runs at 30hz/fps which is what the game wants and gives if you turn on frame-limiter.

first there is no problem you make it one and second there is no fix for this, the whole game engine is hardcoded to the FPS if you would want a fix you need to find someone that completely rewrites the games engine

at 45 FPS the aiming starts to get off, the car physics start to brake, you cannot dive anymore, swimming gets slower, parachuting gets faster

at 100FPS cars start to shake and constantly brake, cutscenes tend to crash the game a lot

at 200+ FPS you cannot really aim anymore, you can barely swim at all anymore, the fire extinguisher and graffity can don´t fwork anymore, the throw distance for granades molotvs, etc is completely screwed, driving cars is nearly impossible


only thing you can do is use silent patch to make the frame limiter lock the game to 30 FPS or use a third party prgram like MSI afterburner to lock the game to another prefered FPS like 40 is acceptabale, some people even use 60 and turn it off for the dicing missions or just mission dupe over those ( if thats possible on 60 FPS)

but keep in mind if you do any of those fixes the game will not behave like it was programmed to

If it's not a problem then why are people complaining about it ?

I simply posted something that has worked for me and yes, turning the V-sync to half refresh rate may very much do the same as just turning on the frame limiter. Doing this however, at least in my perception, make the game appear smoother than the former.

Though I've seen that this is already in the pinned thread at the top of the board, (my apologies) my initial google search didn't come up with the possibility of doing this, hence why I thought I'd share.

Like Agarillobob said, there is nothing broken. It's just how the game is made. In order to play the game right, you need to leave the frame limiter on. I guess Rockstar was not that smart at the time.

not really about not being smart, this is a console port and the console only ran at 30 FPS or 25 FPS for PAL (or something) and they never expected PC´s to become good enough to run the game at over 300 frames

My game still won't allow swimming under water even with the frame limiter on?? any solutions for that ?

Thank you for this. The last time I played GTA SA was on my old laptop and that was years ago. I started playing the game again recently for nostalgia and saw that it was running at 30 fps (I thought this was bad because my PC is capable of doing 60+ with all settings on high/very high on GTA V). Naturally, I installed a frame limit unlocker. I continued playing and noticed that the cars were shaking very abnormally and remembered the car physics not being like this when I played last. Thanks to threads like this, I am now able to enjoy the game again and everything works perfectly at 30 fps.
