Readme is in the zip. It's not a mod, it's an enb profile, which makes installation as easy as dropping files into your SA folder. It also comes with options for settings on lower end PCs. I use the high settings and it's a LITTLE wonky, but looks clean.
Update: I figured a lot of people wonder about which enb to use, there's a lot. I've tried a number of them and a lot produce odd flickering, or strange artifacts. So I'll add on to my experience with this one.
Rain, reflections and night time all look amazing with this enb. It runs smooth, but there's texture pop-in, which is probably just the engine's limitation. There is an oddness with the motion blur I don't like, it makes a number of strange things happen while the camera is spinning or from First Person inside a car. Most likely something in the enb settings can fix or turn it off, might even just downgrade to the Medium version to try it.
Hilariously, the rain effects continued inside Sweet's house for a cutscene which made it look like his house had a fire suppression sprinkler system that went crazy.
It's still one of the cleanest enb's I've used. Considering many are only meant for taking screen shots and run like garbage, this is fairly decent in motion.
