Ehh, well its there if you cheat and save after the cheat.

It happens when you use cheats. You have to start all over again

I believe you can edit code on that save file or something to make it work again but ye, restarting from start.

It was if you enter some code it would make all Peds angry but when you de activated it the code just removed code for peds so, Mad Dog walks normally and falls of roof instead of playing the animation of drunkard.
