GTA San Andreas lagging on Good PC

I have a
GTX 1060
16 GB RAM
Intel i7-8700 (3.20ghz)
Windows 10

For some reason, GTA San Andreas runs at 126 mb when i check on task manager, and the fps im getting is 3-5. Any solutions? Ive tried lowering the settings and running compatibility mode on XP. It went up to 9-10 fps. Its still unplayable.

I tried Downgrader and put silent patched on, but its still going on 9-10 fps. I also tried Project2DFX and it stayed the same, 8-10 fps. I followed and listened to the tutorial found in the website.

Maybe you should search for "RunDLL32Fix". May be what's causing that

I did the fix, i ran cmd on admin and typed "sfc /scannow " and i restarted my pc.
Its still running at 10 fps max

._. I have no idea then. This used to happen to me randomly on Windows 10, though i don't remember how i did fix it. Try to download Mix Sets 3.0, go to the .ini file and set "ProcessPriority=3" to 5. That's my last tip

What if I can not swim under water? Vert sync turned on, did not help.

Same is happening to me. I just bought the game, im getting less then 10 fps and its unplayable. Whilst i can run gta v with 60 fps easy, watch dogs 2 high settings with 40 fps easy... I dont understand
