Downgraded GTA-SA not working

I've used the downgrader on my steam copy of GTA-SA only for it to crash on the loading screen whenever I load a new game.
Specifically I get "EFCreateError in module scmlog.cleo 00011B65"
One archived forum post I found advised to removed the scm.log files but now it just crashes without any error message poping up.
Any advice?

My advice is to refund this piece of crap and play pirated version.

The steam version of the game itself works fine It just doesn't work well when trying to downgrade so I can use mods and the like.
