the game was designed for ps2, which ran at 25fps i think
They chose 25 fps, steam version has a broken frame delay, 26 fps on steam version.
Less FPS =/= Less smooth. The difference between 24 fps and 30 fps is negligeable. If you're not told that Ocarina of Time and Majora's Mask for N64 was 24fps, would you think it was higher? Absolutely. It's smooth. Having more FPS, even if physics wasn't based on it, in San Andreas would really change anything. It'd look the same, only your camera movement would be smoother. Too smooth and you could start feeling sick.
It is hard to find through search engine. I know it from within mixsets mod .ini file. Works well.
