Internet useful person:
"I found that not taking the high road is much easier. There is a barrier, and contrary to popular belief, you will NOT fall off your bike if you crash through it. You just break through it. Its much easier not taking the higher road, as it gives you more time to shoot when the train goes through the tunnel: watch out for a train coming the other way though!"
Smoke is the one who has to keep failing at shooting at the Vagos. And he sucks at it.
Technically, no. Smoke shoots the Vagos just fine. They just have a lot of HP, and if one of the Vagos decides to hang off the train, he'll practically be invincible until he gets back up on it which is stupid.
