Thug/Hood or Scarface
Because both games are almost the same.
Tho i haven't played Vice City, i only watched a let's play.
If you like controlling gangs, having gang wars and doing thug stuff in general. Get San Andreas.
personally I go for GTA 3 all the way because nostalgia,
but only talking about VC and SA I think VC is kind of the better game since its a way smaller map but it feels way better done. Its more of a finished game.
while I think san andreas is kind of the better game since there is way more to do collect skill and that ♥♥♥♥♥♥♥ big map, but the map does feel kind of empty and the game feels liike it would have needed another year development to fill out Las venturas and add a ton more missions to actually make the big map viable,
yep both games have the favors and tbh I would advise you play VC since its way shorter and then go for San andreas, and you will even find a couple of charcters from vice city in San andreas, timeline wise they go Vice city > San Andreas > GTA3
