(modding) cannot get weapons skins to work at all

I am having trouble trying to get weapon skins to work for GTA SA and no matter what i do they just wont bluddy work. I have tried using imgtool to delete the old dff's and txd's and replace them with the modded ones and then rebuild the archive multiple times and still get white textures. I have also tried dragging the new weapon skins into the modloader folder which was a partial success but still the ♥♥♥♥♥♥♥ weapon skins where white.
oh and i downgraded it to v 1.0 as well

This issue is driving me up the walls as I have no idea as to why it ain't working

Any insight as to why I am having this issue would be appreciated
