(HELP) Lightly Modded GTA San Andreas Infinite Loading Screen WINDOWS 10

So sometimes when I load a game the load bar will be almost complete when it suddenly just freezes in place and doesn't move at all from there on out. I say sometimes as mostly all I need to correct this problem is a simple game restart at times but it is a little annoying to have to deal with, especially when sometimes it takes multiple restarts to get working.

My game isn't very heavily modded, altough I do have CLEO 4 installed.

• I have downgraded my game to 1.0.
  
  
• Have installed the Silent Patch, Widescreen fix, Ginput, Fastman's Limit Adjuster, All the mods found here http://gtaforums.com/topic/749193-sa-ps2-features-to-pc/ , ASI Loader, Modloader, CLEO 4, HD Loading Screens and my only CLEO mod The Mothman [Final] (http://www.gtainside.com/en/sanandreas/skins/95733-the-mothman-final)
  
  
• I run a Windows 10 Pro 64 bit build and also have the exe set to run in compatibility mode for Windows XP. (I use the top exe as the bottom doesn't load the intro video correctly.)

  If anyone can help I'd be really greatful, is getting to be a pain in the ass.

You can if you downgrade your game? Though I may be misunderstanding.

Try verifying your files. You might have files missing.

Took a bit of hardship to do it as my modded GTA SA is in a seperate folder than my Steam directory as I don't want Steam updates to screw up my game, but it would seem this hasn't helped much as I'm still getting infinite load screens. :(
