I found something that works although it requires a little bit more of work. Using the method of editing the peds.ide, there are no special characters line that can be used to change CJ´s voice, however, thanks to a post on gtagarage (which was from 2008 and I didn´t want to bump it) I found out that you could change to cesar´s voice using any line of the los aztecas gang members: you only need to change the name of the model of the los aztecas member to "cesar" at the end of the line, where it says "voice_gng_..." (the line repeats this piece of code twice, so you need to change the name of the model twice)
I saw a logical pattern here and decided to try the same with the GS gang members lines using the name of the models of the characters associated with the gang instead, it worked, so I can now play with the voices of Ryder, Smoke, Sweet and OG Loc, although Sweet has a really small amount of lines, he only speaks when you attack peds with a melee weapon, same as OG Loc while Ryder and Smoke will talk more (attacking peds with melee weapons AND driving badly)
