Because there was a ♥♥♥♥♥♥ console port done for the PC. Physics and stuff will break usually on faster PCs (new pcs) unless you have frame limiter turned on. Also some times forcing the game to use only 1 cpu may be required as well.

You need silentpatch for 30 fps, steam wont punish you for it, you need to downgrade to make it work.

You can turn off the frame limiter in the settings to uncap your FPS, but I don't recommend it. Higher FPS screws with the physics of the game and will make some misisons and challenges very difficult, if not ouright impossible at higher frame rates. In my experience the game also crashes regularly with the frame limiter off, whereas it almost never crashes at all with it enabled.

If you really want 30 FPS, you could disable the frame limiter and then find a way to cap your FPS to 30 (like with half-refresh adaptive v-sync, for instance) and you probably wouldn't notice much difference, but I recommend just sucking it up and playing at 25 FPS. You will get used to it, and it'll save you a lot of frustration later on.

There are some software (like MSI Afterburner) which allows to limit FPS of 3D applications, so you can limit it to whatever you want (I often used it to limit games to 43 FPS). I guess it should work with GTA SA as well, it always worked in all 3D games for me, just didn't with 2D ones.
