GTA SA MOD INSTALLER WON'T INSTALL CORRECTLY

Well I try to install it and it says I need SAMI well I have that. But it's saying I need V1.1 of .NET Microsoft Framework. I can't install it. It says it needs 1.1 and I have 4.4 or something. So I did a windows diagnostic test and at the very end it said it's not available for my platform. (I have Wins 10) How??? It worked last time on Wins 10 before I destroyed it. If any of you can help that would be great!
