It does have Community Made Multiplayer Mods, on which you can use Mods

There is no anti cheat engine nor a need for one since this game is entirely singleplayer based. and it's old as ♥♥♥♥, so mod away.

You MUST DOWNGRADE FIRST!!!!!! You won't need MP For mods. I got a overhaul mod sorta (SAPD:FR) and I use the spark program to swap skins for characters and cars and I never even touched MP.

Well, from the number of views and likes on YouTube with videos showing how to downgrade the Steam version to Version 1, install CLEO 4, and then how to install mods with CLEO, I would say that its fairly safe. What I'm trying to say here is that if you get banned modding this game, then why would so many people like videos on YouTube that are showing them how to mod and then get banned? So, I would say its fairly safe. Just take into consideration that you could potenitally **** up your game to the point where it becomes un-playable - (I'd make a backup of your game).

They mean putting weapon and vehicle mods. Some mods are better than cheats so no one wants to worry about "those" mods, at least thats what I heard. But I'm not sure in not into MP.
