Kinda sucks really.
THERE IS A WAY to use First person mods with ginput, and its deceptively simple!
You need to launch the game through big picture mode, but this shouldnt be a problem.
1) In Big Picture controller settings, make sure that your controller's "Configuration support" is enabled.
2) In Big Picture, go to GTA:SA. make sure the ENTIRE LAYOUT IS BLANK
3) Click the left joystick. it will bring up a new menu. Change OUTPUT to "Relative Mouse"
4) Save the settings, launch the game, and enjoy FIRST PERSON GTA:SA, with full controller support.
Edit: A couple notes: This is by no means perfect - for example, with this, you can no longer use the joystick to move the camera OUT of first person mode. Also, aiming with it is super sensitive, so you will have to decrease the sensitivity. The Lowrider Challenges will require the numpad. Finally - you might want to remap the controller in game - on an xbox controller, First person mode is much more controllable, when "SHOOT" is mapped to one of the triggers. - and looking around is much easier when driving, if forward and reverse are on the triggers as well

This has solved it for me.
You can solve the sensitivity issue by going to the "Additional Settings" in the "Relative Mouse" button setting screen. It should be located at the bottom right.
I recommend you create a video tutorial with your solution.
A lot of people will be happy, especially VR users such as myself who can lay down on a bed and play GTA San Andreas with a gamepad instead of keyboard/mouse.
It's insanely awesome!
