please make a chat for Wobbly Life I find it really annoying to always communicate about smilies or pets

There will never be a chat in WL, I believe. It is a child-friendly game and every chat-functionality always carries the risk of grooming, swearing, bulliyng and harrassing. Some more emotes like "Shrug", "Thumb Up" or "Shake head" would be nice, though.

As a father: Frankly no.

There's no game where chat is not toxic even with moderators present; and if there were a mainly friendly community there'd still be single participants who want to spoil the game (they already are here in WL - just go to a server where the "fun" is to constantly get thrown into water) or have even worse motives, harrassing of minors and the likes.

I'd give the same answer to chat request as I give to requests for more aggressive actions here in WL: There's more than enough games with these features - go over there and keep WL as fun it is.
