It is based on Luck, some people wait 2 Hours+, I waited 30 Minutes. would be nice if you could summon a Thunderstorm or something.

I find if u reopen ur world, lightning comes quicker. After I go into my game, I grab a helicopter and do like 2 jobs and it starts to lightning. I also find that if you do jobs in the rain, it will turn to lightning, I feel like it's out to get my money lol

Sooo I got lucky a socond time. Played with a friend, we were just 5 MINUTES IN, Thunderstorm. You either get extremly lucky like i did, or you get the worst luck of all time. Good luck.
