Report a translation problem
For other "fixes" (or for this game to work more stable on newer computers and newer versions of Windows), have the gta-vc.exe file set to run in compatibility mode of Windows98/ME mode, Disable Visual Themes, and run as Administrator (right click on that file in your GTA-VC game's folder, Properties, Compatibility tab to set those options).
In-game, have frame-limiter on. For your graphics-card's control panel, force-on V-sync, you can bump up the other graphic options there as you like, and also set the Threaded option to Off.
After launching the game, if you have a computer with more than 1 core, bring up the task-manager (Ctrl + Alt + Del), on the Processes tab right-click on gta-va.exe, set the Affinities (cores) to just run on 1 core only.
A combinations of doing these things seems to make it run more stable/compatible on my computer (I've a fairly good computer running Windows 7).
