Depends on your definition of best.

I use 1024x768 with my nvidia card set to rescale it using the correct aspect ratio. GTA-VC is not a widescreen game.

If you want to play at 4:3 instead of using of using the widescreen fix[thirteenag.github.io]like a sane person would, Why don't you use 1440x1080 for 1920x1080 or 1920x1440 for 2560x1440?

The game was designed for 4:3. You're essentially making the game easier if you use widescreen to see things around you sooner.

The res for 4:3 isn't that important although on my machine the ones you mentioned aren't given as an option in the game.

You have to make them yourself in your GPUs control panel. Resolution is very important no matter what aspect ratio you use. If you're using 1024x768 on a 1440p panel, it looks horrid.

And the screenspace doesn't make it much easier, if any easier.

Oh cool I didn't know about these custom resolution options. I might set one up.

I feel that you can see enemies in widescreen that you otherwise might not, although I guess using a mouse isn't necessarily 'as designed' either so it depends on personal preference.
