I use 1024x768 with my nvidia card set to rescale it using the correct aspect ratio. GTA-VC is not a widescreen game.
The res for 4:3 isn't that important although on my machine the ones you mentioned aren't given as an option in the game.
And the screenspace doesn't make it much easier, if any easier.
I feel that you can see enemies in widescreen that you otherwise might not, although I guess using a mouse isn't necessarily 'as designed' either so it depends on personal preference.
