That was using Nvidia gpu's though. Now i have AMD Radeon, and if i turn off frame limiter my game goes nuts, so i need to enable frame limiter, and honestly the 30fps aint bad, still totally playable for me.
So the issue seems to come from AMD's vsync not working with GTA, so the frame rate sky rockets and the game freaks out. But if you are using an Nvida GPU, make sure the nvidia control panel has vsync on for GTA games and you should be sweet with the ingame frame limiter off and running 60fps fine.

Went into Nvdia control panel went to manage 3d settings, browse and found gta vice city very easily. Turned vertical sync to "on" and now I get a rEfResHing huehuehuehue 60 fps. Thank you for the quick fix and Yi Xing nice one on the look out
