You could try to force vertical sync in your graphics drivers, that will limit your fps to your screen refresh rate. Not the best solution but should work.

I know I'm a bit late to this thread, but I do have an answer, unfortunately not one you're looking for. The way GTA III, Vice City and San Andreas handle physics calculations is frame by frame, instead of time based calculations. So if you don't play on 30 FPS (AKA Frame limiter on) you'll experience wonky physics that make the game nigh unplayable.

I have always played all GTA's on PC with frame limiter off, but video card vsync on, so fps is then capped to 60fps(or whatver your refresh rate is). And all games are fine and smooth 60fps.

That was using Nvidia gpu's though. Now i have AMD Radeon, and if i turn off frame limiter my game goes nuts, so i need to enable frame limiter, and honestly the 30fps aint bad, still totally playable for me.

So the issue seems to come from AMD's vsync not working with GTA, so the frame rate sky rockets and the game freaks out. But if you are using an Nvida GPU, make sure the nvidia control panel has vsync on for GTA games and you should be sweet with the ingame frame limiter off and running 60fps fine.

I should of read all the posts here cause I feel like a dummie, it worked
Went into Nvdia control panel went to manage 3d settings, browse and found gta vice city very easily. Turned vertical sync to "on" and now I get a rEfResHing huehuehuehue 60 fps. Thank you for the quick fix and Yi Xing nice one on the look out

Neat, im gonna try this now. 30FPS makes me feel sick after having 60fps+

Just a head's up, there is a timed boat race mission where I think you have to turn the limiter on. For some reason it is impossible to beat with it switched off.

It is recommended to play with the frame limiter on because otherwise most of the physics are broken.
