Seems this problem has been around for a very long time. Funny how Valve/Steam/Rockstar Games can not be bothered to put a warning on the sale page. Nope they would rather just keep taking folks money and laughing all the way to the bank. This is typical Valve fraud!
I don't want my money back,I just want this problem solved/fixed in a way or another so I can relive my good old Vice City days!
I have that and game plays fine with no crashes
and running testapp.exe will finally start the game for those with problems, but it does not start through steam and therefore the overlay is missing. Maybe there is some way to point steam to the new exe so it can be launched from steam?
This is the final solution and you'll be able to run it through STEAM and with overlay and everything.
IMO, Rockstar left testapp for Windows 7/8/8.1 but forgot to rename it into gta-vc.exe (which is an outdated exe,and a crappy one)
