ctrl-alt-delete
right click gta-vc.exe
properties
compatibility tab
Check the Disable Visual theme thing
Close and relaunch the game

It should be working now.

Alt-Tab a couple of times and go in and out of the pause menu.. works for me

All it is, is a matter of pressing ESC a few times while constantly moving your mouse.

I tried a bunch of stuff and killing explorer.exe with task manager was the only thing that worked for me (Win8 64-bit). After playing you can use task manager again to run explorer.exe to bring the desktop back.

Going to properties and in compatability tab clicking ''disable visual themes'' worked for me for both VC and SA. Once you set it you don't have to change it again every time you enter game.

You can try turn standart settings. I did have this problem too.

What worked for me is if you go into the control options in the in-game pause menu, go to standard controls. It worked for me.

So strange! It worked some days ago, but today I just cannot aim. Mouse barely moves, meanwhile in menu it works great!

Run the game in compatibility mode for 98/ME. Fixed my problem
