Vice City - Cannot buy anything, change clothes or access rampages

So basically, I can't buy weapons or tools, whenever I enter the shop the pink ring is not there at all. Also, when I try to change clothes by touching the shirt icon, I don't even change clothes and the icon just stays there. This also happens with rampage icons. Could anyone please suggest a fix this as this is extremely annoying?!

Joking aside...

Are you playing it in compatibility mode or have any random mods installed? Then don't.
Otherwise, if you think the issue is related to the game itself, try reinstalling it.
If you think the issue is related to the Save Game, upload it and get somebody to check it for you or something.

Send pictures/ screenshots and maybe specific help to this particular situation can be aquired.

It may depend on how far you've progressed in the game or what mission your on etc... not too sure ¯\_(ツ)_/¯

Lol thanks but: I did not shoot the guy in the store, this problem occurs over all the ammunation stores on the map , I have not even checked the game files and I have tried reinstalling it. It's definetely to do with the save file because when I start a new game, I can buy weapons and change clothes. I don't want to have to start a new game and do everything all over again -_-

Yeah, I have the same problem today. Started playing new game, did a mission with health and this with buying weapons with Lance. When I enter pink circle my game crashes... And on another save I have the same thing...
